Is this fair? Giving Hybrid plates to mild hybrids?

Usually, I wouldn’t care a lot, but today it was announced that Hoy No Circula will start applying to all conventional ICE vehicles. This Audi, and a few Mercs, are starting to get the Hybrid/PHEV/EV plates... despite being mild hybrids.

It also means that these cars pay no road tax, and also do not require smog checks for seven years.  OK, so it uses a lot less gas than my Kia despite being a similarly powerful car... but still. It’s not a Prius nor is it a conventional hybrid, the A7 doesn’t have an EV mode.

We give HOV passes to any car that can move under its own power via batter alone. So you end up getting passed by a lot of Porches

So they don’t go by a certain mpg minimum/fuel consumption maximum ? D isplacement limit? Emissions/CO2 limit? Such criteria are usually what’s used in determining exemptions

Though if we went by an emissions limit, I guess a lot more cars would qualify for those plates, specifically conventional ICE cars. Or, if we raised the emissions limit for those plates, then it would be a thing of removing a lot of cars that you do sort of want in that list (like a Cayenne)

In the end, the plates are incentives to move people into hybrids or EVs, rich people specially, these are the people that drive the most, and that drive the most contaminating cars.

So, if these plates could be applied to remove a Cayenne S out of the road, and have an S-E hybrid, it would do a lot of good... In the end someone shopping for a Cayenne isn’t looking at Prii.

I feel like we’re well past the point where rewarding someone for mere hybridization makes any kind of sense. It’s been twenty two fucking years since hybrid cars first came out, and those weren’t even mild.

Don’t ever   exempt vehicles from smog checks unless they don’t have a tailpipe .

Charge road tax based on actual consumption.

Ban/don’t ban vehicles based on fuel consumption and emissions performance, not based on whether it has electrical assistance or not.

I mostly agree with your comment -specially around the smog check exemption which is fucking nuts- but let me counter the electrical assistance question.

Mexico City motorists at rush hour has an average speed of 22 km/h; at those speeds, in stop and go traffic, a hybrid can be a lot more efficient than a conventional ICE car. Our market really didn’t have hybrids until the current gen Prii popped up; so I do feel like an incentive can help. Obviously, the incentives could be designed in more effective ways . A two ton Tesla might have zero tailpipe emissions, but it certainly tears up roads, causes congestion, and is still a luxury item... yet it pays no road tax.

No way, the added fuel economy benefit is so minimal. Make the minimum at lea st PHEV, if not REX

It would require a big shift in the segment... and a lot of infrastructure, PHEVs aren’t popular here because of the lack of infrastructure, as such I don’t think there’s a single mainstream brand offering PHEVs. Only Porsche really.
